Technical Writer
Under general supervision, responsible for writing, editing and managing technical documentation and contract administration duties; assignments include working with various contracts or sections of contracts in writing and editing technical copy as related to proposals, such as Request for Proposal (RFP), Request for Information (RFI), Investment Grade Audit (IGA), presentations, etc.
Reviews and analyzes contracts to extract information, prepare summaries of key provisions and identify existing approved content. Manages and updates marketing content library for use in preparation of contract templates and/or draft responses, as well as assists in the development and formatting of supporting materials (graphics, illustrations, tables,
etc.)
Interfaces with technical and sales professionals in the writing, editing, and production of various types of contracts; develops responsibilities matrix and manages timeline for projects to ensure on-time delivery by tracking and monitoring flow of all documents from inception to distribution of final copies. Identifies and correct problem areas as they arise; providing quality assurance check for all document deliverables as outlined in RFP process. Establishes and maintain electronic and/or hardcopy data library of documents and work order files for documents received for processing and implements best ways to product documentation electronically, as outlined in RFP process.
Performs all other position related duties as assigned or requested, including editing and formatting support to other projects as needed.
Qualifications:
Must be able to format, structure, write, edit and finalize contracts/documents, including review and analysis of such contract information, preparing draft responses or regulatory interrogatories.
Excellent written communication skills; advanced knowledge of MS Word, Excel and Power Point, knowledge of integrated software applications, strong organization skills and ability to perform detail-oriented work are required.
Position requires a 4-year business, legal, or technical degree from an accredited college or university or a 2-year associate business degree with a minimum of 4 to 6 years of relevant contract administration.

Description of Position and Responsibilities:
The Owner’s Site Representative must have good overall understanding and experience in construction with particular emphasis in Electrical and Civil/Structural construction. Must be able to read, understand and use key project documents including the EPC Contract, the Energy Services Agreement, Permits, Land Use Agreements, Easement Agreements, Drawings and Specifications.
Will be Owner’s site contact with EPC Contractor’s construction manager, JEA, local agencies and property owners. Will act as liaison between the various parties in order to facilitate resolution of issues and maintain progress. Will be Owner’s first line of defense against change order claims and impediments to progress. Must be able to work independently and with minimal supervision / direction. Recommend change order approval as appropriate.
Will monitor construction quality to ensure that contractor is installing the work in accordance with the plans, specifications, QA/QC requirements, code requirements, contract requirements and good construction practices. Communicate any construction issues to the EPC Contractor and, if unable to resolve with the EPC Contractor, the Project Manager.
Will monitor contractor’s safety processes and procedures to ensure compliance with their Safety Plan and OSHA requirements. Communicate any safety issues or incidents to the Project Manager and engage corporate health and safety specialists if required.
Will monitor contractor’s activities to ensure compliance with the project Permits. Communicate any environmental issues to the Project Manager and engage Corporate License and Permitting specialists as required.
Review Contractor’s schedule and project controls to ensure progress is being accurately reported. Assist and facilitate Contractor as appropriate to maintain progress. Review Contractor invoices, reports, etc. and verify construction milestone completion.
Prepare daily, weekly and monthly progress reports. Review contractor invoices and recommend approval.
Monitor and facilitate tie-ins, startup and testing to ensure proper turnover to operations. Participate in final project demobilization, documentation and close-out activities.
